What we know
The New Homes Bonus is fully funded – £900m is claimed but actually we appear to have £950m over 4 years
The Spending Review provides £196m, £250m, £250m, £250m
The average Band D council tax in England is approximately £1400 a year
What the envelope says
£950m divided by £1400 divided by 6 = 113,000 homes (rounded) could be funded in total. This is an underestimate as the funding only covers 4 years
So
£950m divided by £1400 divided by 4 = 170,000
£196m divided by £1400 = 140000 homes could be funded in the first year.
which would leave room for only 40,000 in the second year if total spend that year is to be £250m
But the total bill over six years would be £1456m
What we think
All a bit odd so we need to find out some more. The Conservative paper realised that you had to have a continuously rising sum of money for 6 years.
